  1. To pause or hold back in uncertainty or indecision before doing something.
  2. To be unwilling to do something.

Origin:

Mid 16th century (in the sense "be uncertain"): from latin haesitat- "stammered, hesitated", from the verb haesitare, from haesus "hesitant".
