1. Sharp or brisk, as in weather or temperature.
2. Unpleasantly cold; chilly.

Origin:

The word "nippy" comes from the old english word "nypian" meaning "to bite" or "to nip" which then evolved to mean sharp or brisk, also it is also used to describe the weather that is cool or chilly.
